Criminal probe of BP spill has been under way for weeks

FBI agents, as well as members of civil branches of the Justice Department, have been in Louisiana since shortly after the spill, gathering evidence and requesting documents, he said.
Holder did not say whether a grand jury has been convened, and he declined to specify who might be the targets of the probes.

Forgive my ignorance, but doesn't their have to be some intent for their to be a crime like this?
For instance, if I get in a car crash on the highway and my oil leaks out over the road, I'm not going to be charged... while I?

Negligent Homicide?
Maybe not intent would need to be an exremely reckless act/ gross negligence. Knowledge of an extreme risk to life but you ignore it and go ahead anyway.

It doesn't even matter if they DID know about a dangerous situation, only that they SHOULD HAVE KNOWN about its likelihood.

This is the reason information has become steadily more scarce, and Bp have become tight-lipped. When in legal jeopardy, you don't give away evidence for your conviction.

Unfortunately, when you start threatening to put people in jail, they have to lawyer up. Any lawyer will tell you... don't give any information unless you are forced to. For good reason. Anything you say can and will be used against you. Thus... we may never fully know the cause of the accident because of the criminal aspect of the investigation.

If you got into the crash because your vehicle was unsafe to operate on the highway, maybe.

Many people have already lawyered up and some have already refused to testify at hearings. Everyone has known that a criminal probe was inevitable.
