Considering he was probably already nervous, had an elevated heart rate and probably didn't get a good breath because of it, 15 feet might as well be 50. All it takes is one split second.
I've been in fairly shallow water in situations where I felt like I was going to drown. It's easy to underestimate "shallow" water.
