If you are lucky - 2

Do 2 v 2 - if you succeed it's 2, if they are equal, do 2 v 2 again

ETA: of course the real answer is starting with 3 v 3... Saw the above answer and wanted to just respond to it to make it more efficient

If they are equal, weigh the other 2.

If they aren't equal, take 2 from the heavy side and weigh them.

Add the balls one at a time. Whenever a side is uneven in weight after adding a ball you know which was heavier.
