When your police department is understaffed and fire department funds have dried up.

I feel like they are running out of ideas when they came up with this...

Last time I remember someone throwing two completely opposite things together and trying to make work,l they sold stripper poles to gay housewives them It was a new-fangled workout..... at least that may have gotten someone laid.

Added so I don't have to edit: For the record I'm a champion for the arts for the most part . I really do enjoy them and it's one of the first things I do when I go to a new town as posters on here could testify. I feel it's a crucial part of a city.

Those blue signs with arrows posted along the road don't work?

ETA
I get it now, these are spots where people wait for public transportation to take them to safety in an emergency.
Because when a storm is coming & you don't have a car you need something pretty to look at.

I guess it's to lighten the mood since tensions run high while evacuating?!!!

I mean I don't think evacuation points are going to be the spots tourist seek out while visiting our great city.

FEMA grants..... I'm sure there is some money involved.... also sure there is a brother in law that just happens to the best damn sculpture putter upper in all of Nola that took this mucho needed job for the poor tax payers of Orleans Parish.

To make it easier to remember where they are while supporting local artists and making cool shite to look at in the city.

They need to relocate all the Civil War Generals sculptures to these spots, so if people have to evacuate, they have to run to the Generals for protection.

Thank so Fam, I have seen these sculptures around but didn't know the reason behind them.... just came off as sorta silly to me with the money already spent for arts

Old, decrepit lady sees this huge, crazy sculpture while out on the town. Of course, she's going to ask about the sculpture. When it is time to evacuate, she will remember the huge, crazy sculpture.

Having so few places to pick up and drop off will make logistics much more effecient.

Also, it gives the authorities an out. Depending on the locations, no race; gender; tranny; etc, can say that services weren't rendered to their group. It was their job to get to the statue, and their failure to act is the reason they weren't moved away from the danger.
