They wrote the names of the officers on the back but not her name, the guy directly behind her to the right was Capt. Jack Todd, he played football at Fresno State and was killed on his first mission over Kiska, they named Todd field in Alaska after him buts it's now closed.

My guess is she looks like Judy Garland.

You don't know what you are talking about. That's Judy Garland

Absolutely not Judy Garland. Looks like Rita Hayworth or Ann Sheridan. Not sure which.

Damn I think it is Judy Garland, and I have a bunch of original WW2 pictures of her

Wasn't Garland at MGM in the early 40's?

Look up Ann Sheridan. Very popular in war years and active supporter of troops.

Could be Betty Grable, what about Ginger Rogers?

Grable was a blond. Doesn't look anything like Ginger Rogers.

+1 for Ann Sheridan. Definitely looks like her and fits the time period as well as studio affiliation.

Initially thought it was Garland but after a closer look no.

I'm thinking Ann Sheridan, as well.
Here is Sheridan and (Sorry Cary Grant) during that era:
