That's called insurance fraud. If your roofer says he's doing that....then he's committing fraud. Read your policy
Aside from the fraud part, companies are cracking down just on the payout side before the fraud can be completed. You can tell pretty quick with an inspection what is damage and what is just an old damn roof.

hrmmm....I know of 3 hail storms we have had in Baton Rouge in the last 6 months.
