The forest service does that in many of the national forests. The do controlled burns, cut fire breaks and clear cut entire areas of aging trees.

How about not building houses on top of one another? And if you do, why not bulldoze the house about to catch on fire to save the next houses in the row?
Use math to calculate equipment/supplies/water needed in the event of a disaster and place them appropriately so they can be accessed.
Train all public employees on response. Train citizens on what to do, i.e. hey don't abandon your car blocking the road.
When conditions are high risk, send crews to clear streets of debris and make sure communities are prepared.
If you live in a damn fire zone and have a swimming pool, get a pump and a hose... at Harbor Freight it's barely an inconvenience.

It may have not stopped these fires but it could prevent other ones and that's why you do it
