I could see the potential benefit of a traceable bracelet for autistic habitual wanderers and Alzheimer’s patients.

Well the microchip in your pet uses RFID technology which requires close proximity to a reading device in order for the info to be extracted. It doesn't broadcast information that can be used to track your pet's movements. That smartphone in your pocket on the other hand...
