Your big fear here would be getting tired and putting your head down on the desk.

So wait, the OP is about hiring someone who is former military with a tattoo, but your example is about not being let into a bar?
Am I following this correctly?

I wouldn't hire anyone with a visible tattoo for a white collar position, regardless of prior service. What does this have to do with getting into a bar though?

Wear sleeves every day and they won't know

Would you deny a prior service member, that has a tattoo, a job?

Wonder why he's struggling to get a job...

I would not. No one should ever be denied employment because of a tattoo, as long as said tattoo is not a depiction of something that would otherwise be deemed offensive by company policy. Businesses of the world are depriving themselves of some great talent because they can't look past an arm sleeve(s). In the future, this will not be an issue. As technology progresses, many of these talented people will work directly from home.

Before he edited, the OP asked if you would deny service. The edit makes it pretty confusing.

I wouldn't, but I know some owners/employers who would. I think it probably most definitely depends on the position you are applying for though. For a blue-collar job, it may be a benefit because it'll make you look rugged and tough. For a white-collar job, it may be better to wear a long sleeved shirt. Especially in the beginning.

This is the type of ignorance that will stifle a company's potential and lead to a workplace full of fratty douchebags.

The example was my only experience with someone jumping to conclusions because of a tattoo. I'll be looking for a job in six years, not now. So, frick yourself.

Yes sir. I'm not lying about this and thought it was outrageous. I had to ask for the manager to get him in the bar. He had a typical sailor jerry tattoo on his forearm.
I probably would have been stubborn and left. I would not have wanted to give my business to that establishment.

If I were an employer in a medical setting I would deny people who have tats on the neck, hand and knuckles, face.
Would be totally ok if the tats someone has are covered
