The city/parish government took over responsibility for the street from the state in March 2014 in exchange for funding to overhaul it. I didn't know that was a thing until I read it a few weeks back.

That's not correct.
The City-Parish agreed to take over maintenance once DOTD upgrades the road.

ETA the bids were taken by DOTD, not the CP, and the estimate of 9.3 was wrong, the job came in at 11.2 million. It's already way over budget and it hasn't even started yet.

Believe me I've driven BR streets for over 40 years and Baton Rougeans can find short cuts.
I love seeing all these incredibly smart people line up behind the train at Florida and Government when Spanish Town Rd and North Blvd have over/underpasses. So smart.
