my guess is because there's still a lot of ice on the roads particularly in the Rural areas. still patches of ice in main street too.

With the 110 still closed in both directions, it'll be interesting to see what EBR does. Obviously there's alternate routes the busses can take

Through less desireable parts of town but nonetheless it is a route. I mean the odds of a teacher getting carjacked on the way to work using one of those routes is very very slim.
