Plenty of schools in EBR have a high participation rate. Not sure where you're getting this info from.

Yes, I am aware. That is due to the free/reduced percentage in EBR. This happens all over the country. I work in school nutrition..

So what exactly is the plan.?
Fill up the school to find out that you have to haul everyones arse's out on the road literally almost after they arrive, just as it turns icy on the road with snow possibly falling
