Louisiana had 100% of graduates tested as did other states. That can't be right can it?? It's not madatory. I wouldn't assume that EVERYONE takes it.
It actually IS mandatory for public school students to take, except for the extreme SPED kids.

Massachusetts had the highest national average at 24.3, but only 23% of graduates took the test. Do you think that 23% was comprised of the lowest level students?
That is a good point. I'd imagine LA has a higher average SAT composite score than the ACT equivalent because a student that is going to take the SAT in LA is likely bound for out-of-state schools and more intelligent on average. The same is true, albeit to a lesser extent, of the ACT in schools outside of the south. The best way to gauge the average for a state is to look at the preferred test for in-state schools.

As for the OP, it is hard to argue that raising the standard will cause LA to lose quality students. Certainly we will lose students overall, but are those with a 20 ACT and a 2.7 GPA really going to hurt in the long run?
Louisiana would be much better served if we focused on the reasons our state averages are so abysmal instead of worrying about getting those embarrassingly low average students into college for cheap.

I had no idea. How can they "force" families to pay for it? And how do they monitor who did and didn't you think? School counselor keeps tabs I guess?

It's paid for by the state and is administered during school hours.

They do.
Those numbers mean nothing.
The scores go up as the percentage of takers goes down.
What i want to know is: have our act scores gone up since we started giving tops?
Has the program encouraged kids to study?

This is national so it may not answer your question ... looking for Louisiana data.
Looks pretty steady

UT's in-state is around $26,000 for reference.

I had a 28 and 3.89 GPA out of state and didn't even get IN to the business school at UT Austin. LSU waived my out of state fees and gave me a $4000 scholarship per year. It's amazing how much easier the requirements for scholarships are at LSU vs other schools.

Slackster look at the link I posted below with state by state national averages. We compare fairly ok ... But that's not saying a lot. I thought we'd be the rock bottom.

Out of state and in state scholarships are way different. That 28 and gpa don't get you that. I know for a fact.
