I don't know about costliest... it will be high... considering how many places have yet to flood that will flood before this is all over.
But what I do know is this: I've seen reported in multiple places that the flood insurance coverage rate in the Houston-Galveston area is somewhere around 16 percent. Probably higher closer to the coast, but still not very high.
The amount of people who will or have flooded, that don't have flood insurance, is going to be much, much higher than Baton Rouge, just because it is so much more populated of an area.
