tell me the functional utility of cargo shorts over an actual tool belt designed to carry tools and also in a more comfortable spot on your body?

Actually, yes. Along with nails, screws, screwdrivers, etc. I also put my phone in my cargo pocket.

Most home projects don't need a tool belt (depends on what you are doing) but no worries if you want to wear one.

having all of that bouncing around on your legs doesn't bother you? the weight distribution doesn't bother you?

It was a joke, don't get all worked up.

Here is an example. Maybe you're up on a roof making some repairs after a hurricane. Put screws or nails in cargo pockets and just carry the drill or hammer. I don't want an entire tool belt that adds extra weight while up on the roof.
A few items in cargo pockets is much more comfortable than a tool belt anyways.
Cargo pocket also makes a good spot for your phone when on the mower or tractor. I listen to music when I am on either for a while.

I'm certainly in no position to argue with you about whether that "bothers" you, but I'm happy to argue the point concerning whether that's, at all, a practical solution

Do you guys wear pants/shorts with the fake women's pockets or something? I've never had trouble fitting my phone in my front pocket

It's practical when it's a quick little project.

If I was, let's say, building a deck then no, I wouldn't do that.

Argue the point all you want. How does what I do or don't do affect you in this case?

I might be an edge case but I spend a decent amount of time in attics and other tight spaces. Cargo work pants work far better than a tool belt for me. I get hung up less often, I can roll around, etc.

And then when I'm out with the wife and kids I'm just a pack mule, cargo shorts are handy.

And then all of the added fabric and weight of the actual shorts is also not more comfortable.
