Technically that is the case, that is the list of Federal Distilled Spirits Permits.

Most of the home distillers get a Federal Fuel Alcohol Permit TBB form.

With this permit they can't arrest you for a hot still or ethanol in storage. But you "have" to use it as fuel...

I think some people are confused as the criminal sentencing is usually harsher on bootlegging vs manufacturing.

If you produce fuel alcohol, I'm pretty sure you have to render it undrinkable by adding small amounts of things like gasoline or kerosene to it. If they show up for unannounced inspection and you have 20 gallons of drinkable ethanol in storage, guess who's fricked?

Now, whether or not they'll come looking is a different story.

Correct it does have to be denatured. I am unaware of ANYONE with a FAP that has ever been checked but I suppose it could happen. There are a TON of home distillers that have a fuel alcohol permit.

Oh, no argument there. They're just playing with fire if they're keeping a little for themselves or their inventories don't add up and someone ever comes looking.
