There are not many kids, rich or poor, that will try in school without a solid support system at home.

They aren't in hopeless situations, but those kids oftentimes are at a major disadvantage.

Not b/c the white man, but b/c of the sins of their fathers.

Not all are hopeless, but many are without intervention on the part of individuals, not collective society.

They have no self control and can’t parent their kids or in general go through life without acting out. Just who they are

Jail or Military. The Judge just needs to give them a choice. If they want to kill either way they might as well go do some "good killing."
