They aren't in hopeless situations, but those kids oftentimes are at a major disadvantage.

They have no self control and can’t parent their kids or in general go through life without acting out. Just who they are

Jail or Military. The Judge just needs to give them a choice. If they want to kill either way they might as well go do some "good killing."
