I think that's all true, just don't think that is a criminal offense.
Similar situations occur all the time in private sector and handled by HR just fine.

I never had a teacher that I would ever consider having sex with. Most were old, fat, grey haired women who smelled of cigarettes and coffee.

I'm referring to the fact that if was a drug crime by anyone, they would be much more critical about it. And the judicial system would magically take it much more seriously.
If you cherry pick which crimes you take seriously, then you're not really a "law and order" type of person. You just like everyone else. You only care about the law when it applies to people you dont like.

Because history shows that the union between a teacher and her student is a special one, and involves chemistry, biology and physical education. We ask our teachers to teach sex education, how else can they assess a young lad’s learning progress? The ACLU just wants to allow our teachers to continue doing a bang up job, and don’t want to handcuff their ability to evaluate the student body.
