Because his grammar (in Russian) was famously poor. And people with poor grammar are stupid.

He outlasted people. His own people, Stalin included, thought he was a lovable buffoon. While that may have been at least partially an act for survival, few saw him as a political threat, I do not think it was the classic archetype of the medieval fool who was often the smartest person in the court but without familial connection to power.
He had some intellectual/psychological shortcomings (as was cemented in the worlds opinion with his tantrum at the UN when he took off his shoe and began beating it on his desk/table). He was cunning and ambitious non the less and successful probably because he did not let his ego cause him to miss his own limitation.
Pragmatism is really underrated.
