is the PARENTS’ responsibility to educate their kids on manners and decency

as if.
we raised a kid in a churchy Buddhist culture. all same vocabulary and expectations.
a lot of it is because the parents have no idea how to train their kids or their dogs.
some have a plan. At home they hit.
those are hampered from brute force in public.

I threaten other people’s kids in public.
That makes you an arse. If you had done that to one of my kids, we would have had a problem. Right then and there. And I don't believe you for a second.

Oh, crap, maybe I do.
But my kids were all well behaved, I made sure of that.

You can also control where you go.
But you really can't anymore. That's the point in the OP. You can choose the nicest restaurant in any town, and someone will have their kid running around, toddler screaming, etc.
My husband and I have paid our dues to society. We have hauled ours out of church more times than I can count, and we made a point not to take them to nicer restaurants until they proved they could handle themselves with dignity in a pizza place. Now I would like to dine in relative peace sometimes.

I'd rather be around kids than most adults today.
At least the kids know how to laugh and have a good time.

At least kids don't know any better. Adults act like dicks willfully, and if you remind them of it a fight is imminent.

Anyone from 11-19 is pretty unbearable these days. Young kids are still ok. I'm almost 40 and I'd rather hang out with people in their 60s than a lot of my longtime friends.
