GPS and internet require a constant on connection. If they have to run back to the car for whatever reason, it's bad to sit there and reboot a computer, sign back in to whatever program they use, and then go. Same deal with dashcam system.
Idle hours on a patrol car over the span of about 4 years may be over 10K.

How many employers would let a employee use their equipment with maintenance to make money on the side? That is what is happening every hour the police officer is on extra duty. Unfortunately they shut them off all the time when they have a k9 in the car and forget to bring it in at least according to the news.
