People that lived in colder climates had to evolve their brains in order to survive while people in warm climates didn't have to since they already had everything they needed to survive.

The Bay Area is easily the most technologically advanced region in the world. The government is heavy there but it also supports entrepreneurship. Government can get in the way of progress but it's not a clear cut, bigger is always worse thing.

Religion, ideology, education...so why? What is it about those peoples that foster such stuff?

Lack of resources fails when you consider the native Americans who were still living a Stone Age lifestyle in a plentiful continent.

I think these centuries more than back it up. These more than any. The most important discoveries have been made by one or two races. It's easy to prove once you determine those discoveries and then who gets credit for making them. I'd be glad to do this if it did not point out who the so far un-named races are. I do not want oboma's goon squad or the SJW lead PC police at my door.

Also, one may look at the countries in which they were made. I'll start you off with ISIS held territories.

There are many reasons but I personally think the role of even halfway adequate public education is sorely underestimated. Most developed nations have reasonably good public educational systems, most undeveloped ones (and even many that are halfway) do not.

and each of those 2 races have great examples of what happens when you change culture from western to non-western

Germany and Korea were 2 great experiments using similar racial/cultural populations at the outset

African nations that have adopted western values are doing really well compared to their neighbors. it's just that this is rare in Africa, for cultural reasons. it's rare in the middle east, latin america, and Asia too

there are lots of poor asians and white people in areas that don't value western culture
