I thought Ray was gonna be ok until Katrina whopped him.
Dutch was a transformational mayor and not for the better.
Marc was a chip off the ole block with a. bit more taste for corruption and other things.
Mitch is a massive tool and did plenty wrong but the correct answer is the Destroya. She is putting the city into a black hole for which it may never recover from so she wins the race to the bottom IMO.
