However my opinion is that the actual fighting tactics of the Roman army was nothing super special. The logistics, planning, and organization of troops is what made them so dominant. No other civilization of the time could suffer losses and rebound the way the Romans could

Spanish Empire with Pike & Shot: it’s like a Macedonian Phalanx, but with gunmen who retreat behind the spears between volleys. So, it’s effective against both heavy cavalry and has a ranged attack to deal with light infantry and light cavalry flankers.
