I find this very hard to believe.

I made a 29 on my ACT and had a 4.0 and I got TOPS, plus more scholarships from LSU. It wasn't a full ride, but it was pretty damn close.

Why?? The colleges like to have students from everywhere - they love to brag about that. LSU is the same - so they have scholarships for out of state kids too

My daughter qualifies for TOPS (32 ACT, 4.0) but we haven’t heard anything about any other scholarships - but she could go to MS State for Free

anyone with a full ride ROTC scholarship will get in...

in fact, I think just about anyplace would find a spot for such a person
