Chattanooga because I prefer the landscape by far, and 4 seasons, and not as far of a drive to tons more places, and the 2nd best donut place I've ever been to. Traffic sucks though.
I think Birmingham is underrated. Very pretty and hilly, nice pockets of not-shittiness.

It’s my understanding that Chattanooga has a pretty serious crime problem.

I have lived in Biloxi and now live south of Birmingham in the Oak Mountain area. I have visited the other two cities several times. Birmingham/suburbs is extremely underrated. I have met several people over the last few years that have moved here after retirement.
I also believe you can make the best of any location if you really want to.
