When utility companies don't call 811

Just recently had my gas line and meter replaced by Centerpointe energy a year or so ago. Matter of fact they did this to the whole area I guess as the lines were antiquated. Thursday a contract company for them comes by and digs up the line right under the meter, saying there is damage to the line. I was in bed with covid or the flu or something and wake up to see my wife talking to the dude outside in the back yard with a shovel in his hand. He leaves and my wife explains to me what I just explained. Couple of trucks in the front with a decal I couldn't read with Texas plates, so I just assume no big deal. Later I go outside to feed my dog and look were he dug up and there is a pool of water beneath the meter. I know right away the dude busted my water line which coincidently runs right next to the gas line. WTF! I call Centerpointe and the guy says call claims. Well I call claims right after they send someone to come a fix the leak this sub committed. I ask for his supervisor and he says there's no one available at this time, which is late yesterday and beginning a long weekend. How fricked up is this. If I was able to be out there I could of told the stupid fricker that the water line is right next to the gas line. Now if I would of done that I would be fined, do I have any recourse. Or just bend over and fix it myself, which I can do.

All you can really do is bitch and make them fix it. They’re supposed to do a One Call and should also have a dig ticket. You can try and hunt that down, but you probably just need to ride the utilities arse and make sure they hold their contractor accountable. They do monitor sub performance, but honestly there isn’t much they can do because there are only a few companies that have an MSA, especially with CP.

I thought 811 was only good up to the meters? I didn't think they marked water lines from the meeter at the street to the home.

When I built my fence they marked every line that ran across my yard from the source.

Correct. From the meter to the house is private

Each separate contractor needs as separate dig ticket. They aren’t transferable. They either need to call it in and wait the requisite 3 days for it to be marked, which might not happen in time due to workloads and worker shortages. They can dig after that and it’s on 811 and the utilities.

Or, they can call an emergency dig ticket in and have a 2 hour window before the can dig without worries.

It doesn’t matter what you know, it’s what you have proof of. Cover your arse, whether it’s planting a bush or digging up your whole yard. If you dig without an 811 ticket, even if someone else did the damage, you might be held liable

Prepare to get the run around over and over again. These contracter companies do this shite all the time.

If he hit your water line, after your water meter, 811 would not have located that.

A good reference to have is to call in an 811 ticket for something including your yard, and when the locator gets out there ask them to locate to the house. Sometimes they can’t do that due to the plex tubing a lot of modern ones use. Have to have metal to send a signal and accurately locate.

Good thing about water is it’s fairly easy to probe on a service line.

Once you have good locates from all utilities, take good pictures to keep as a reference. That way at least you know where they are.

Still need a ticket to dig, but as long as you don’t cut anything you shouldn’t have to wait around for the locates

Good advice directly above! Take pics to document and ensure you've initiated a claim with CenterPoint...give them what they want. The contractor should be pushed by Centerpoint to respond, but you may have to pay upfront and then seek reimbursement. CP can reimburse you and then go after their contractor...their concern should be their customer/you. If you aren't satisfied with their response, call the PSC/PUC.

Locating the water line would not typically be under 811s purview. Utility side is up to water meter. Downstream of water meter is yours. And this is typically located near the road or sidewalk. Gas to meter is same way. Downstream of meter is yours.

Electrical, phone, cable usually are at the wall of the house so 811 will spot that up to the house.
