First of all, Japan almost certainly makes accommodations for English speaking travelers along with many other countries that don't use English as their primary language. Second, this guy was minding his own business talking on the phone. Are you implying that he should not be allowed to do that?

I was speaking in generalities in response to speaking English in the US, not the mfer on the phone talkin to his momma.

You missed the point. In America we are forced to accept others and bend over or be branded as evil. In other countries we can not force them to accept us, or again, we are evil.

Again, I don't know where you're getting this from. There are dozens of countries that don't use English as the primary language that accommodate American citizens by learning basic English because we do the most traveling.
