What's needed to get a La. Driver's License?

Just moved back to La. and it is impossible to get anyone on the phone or find information online for what's needed to get an La. license. Does anyone know what I need to bring to the DMV before I attempt to stand in line for naught? I currently have a Texas license.

Louisiana OMV FAQ
Q. How do I transfer my out-of-state driver's license?
A. New residents are required to transfer their out of state license to Louisiana within 30 days of establishing a residence in this state. Initial issuance requires the applicant to appear in person at the local Office of Motor Vehicles
Documents required:
valid out-of-state driver’s license, or official driving record (This may be faxed directly to the OMV office by the previous licensing authority.)
one primary document (see Section 1, Policy 6.00 for a complete list of acceptable primary identification documents).
Social Security Verification
proof of insurance if you own an automobile
Minors, 17 years of age or younger, must be accompanied by custodial parent or legal guardian with picture I.D. In case of joint custody, only domiciliary parent may sign.
completed Certificate of Required School Attendance obtained from your school
Home school students must present the Home Study Approval Notification Letter or the Registered Non-public School: Registration Confirmation
letter from the Louisiana Department of Education.
Fee: Class E - $21.50 ( a local fee may apply not to exceed $4)
Acceptable methods of payment are as follows:
Credit cards, debt cards, cash, money orders, electronic funds transfer and E-checks. A transaction fee will be assessed for payments made with a credit/debit card and E-checks as indicated below:
Credit/Debit - $1.25 plus 1% of transaction total
E-checks - $1.00
All applicants must meet visual and medical requirements.
Persons transferring valid, non-commercial, out-of-state licenses (as exemplified in Louisiana's Class E and D) will NOT be required to take any examination other than the vision test.
You will be issued a Louisiana license that is equivalent to the one you are surrendering from out of state.
NOTE:
Full time students living in Louisiana but maintaining out-of-state or out-of-country permanent residency, do not have to obtain a Louisiana license as long as full-time student status is in effect and the driver’s license is valid.
Military personnel and dependents assigned to Louisiana are not required to obtain a Louisiana license.
Reminder: As a new Louisiana resident, you are required to transfer your out-of-state registration to Louisiana within 30 days. Please see Requirements to Transfer Your Out-of-State Registered Vehicle for detailed information.

If you've had one before all you need is proof of residence (a bill with your address on it) car insurance card and your texas DL.

Thanks.
I made the mistake of going directly to the website and searching it. Also made the mistake of calling and sitting on hold for 20 min before hanging up.

Yeah, it turns out that the questions that are frequently asked get their own section.

Also, don't go get in line now. You'll be there at least 2 hours. Go when they open. And don't go to a big one.

i just moved back here and got my LA license last friday. i showed up. she asked me if i had a previous license in LA. Gave her my SS number. Gave her my GA license and i had a LA license.
I was completely amazed they didn't ask or need proof of living here. GA required me to at least have a utility bill.
edit: should also mention i had brought passport, copy of birth ceritificate, and my SS card. girl didn't ask for them.

Been in PA for 3 years now. Lost my LA DL. Was about to just suck it up and get a PA one. Called LA. They sent a replacement.
