Fired straight up 90 degrees to the ground the bullets will decelerate until they stop and reverse direction falling back to the earth accelerated by gravity until they reach terminal velocity which based on many experiments (see Mythbusters) is only going to be far below what would cause a serious injury. As the firing angle is decreased from 90 degrees there will be a angle below which the bullet maintains its ballistic trajectory and the velocity remaining potentially lethal when it returns to earth.
