As I said, she apologized. No, the dogs are tied up from 830 am to 10 pm in the heat of the sun all day. They don't take care of them. Don't even know why they have them. Little shih tzus

Two options:
1. Move away from the shithole neighborhood where idiots tie dogs to trees and curse neighbors for coming into the yard
2. Build a fence unless you are getting Section 8, in that case see option 1

Seriously...sounds like you should have just brought everyone inside at that point. Guy would have had no one to yell at and would have likely just gone inside eventually.

That's odd. What did that singular prior conversation involve? Was it something other than a cordial neighborly meet? Maybe he's mad at you for being so rude for never speaking to him again and living right next door for over a year.

Second, thank your neighbors for tying their dog up so theyre not running amuck your party.
