Call the cops. Put a surveillance camera on your house aiming at the trash. Tell the cops they are welcome to the footage.

Please understand this. Dealers are so paranoid about being caught they will think one of their own crew or rivals snitched them out.
If you have other neighbors who have expressed concern I wouldn’t worry about it. Hell if they come back for revenge then call the cops again.

I had this happen to me at my last apartment. I was living with my fiancé so I kind of stayed out of it, but the homeowner next to me called the landlord of the house and told them what was going on, and kept calling back constantly. Eventually they had an off duty cop park on the street in front of their house, and they moved out.

If the renters aren’t on a signed lease, the landlord can tell them he’s not gonna renting the house out anymore and put them out?

They signed a lease according to the landlord. The landlord is a good guy and has always been very courteous to us and the other neighbors. This is the first time he's ever made us say "wtf".
