I think the 90's were definitely New York. As mentioned before it was a revitalized city and had a 10 year run that was fantastic. Amazing time to be there. Energy on the streets all the time.
I would say Los Angeles had the 70s. Houston was never a cultural point of energy EVER. Oil is all it has ever had going for it as a culture driver.

but the Houston becoming the economic power that it was now the 4th largest city in the country it signified the power shift of the country to the South

I would say NYC but using the MVP criteria, I would say Seattle because of the first half of the decade.
