In many cases they are not homeless, these tents are their homes. In many cases its by choice( yes a choice made by someone with a mental illness/chemical addiction ,but still none of those are in an of themselves a crime)
the often camp on public lands, under the freeway is State owned. As taxpayers and citizens ( ignore the illegal alien aspect for now) these individuals have a right to use this land
Houston, in particular, has been aggressive in dealing with the homeless situation. The City banned the sharing of food 6 years ago , which led to many of the current problems as previously Churches and private institution were addressing the issue as a mart of their ministry. The ordinance made it illegal to share food, comfort items, without a permit from the City. In effect making only ONE homeless aid organization the "legal" one in town. And making faith-based organization less impactful, effectively removing hot on their help but their opinion in the process moving forward
This meant that organization had sole access to the 25 plus Million Dollars in Federal funds to be spent clothing, housing and feeding the homeless.
It is a challenge made worse by those political entities that have made themselves the only legal recourse to address the issue. Its part of a much larger long game plan .

Have people come take their shite and fine them for littering (I know they won't pay). I can't go dump a bunch of crap on the side of the road, so why can they? Panhandling is illegal. Why can they do it? Standing in the road is illegal. Why can they do it? Obviously having stolen items illegal. Why can they do it?
It's because of scumbag lawyers and the ACLU that government officials are too chicken shite to do anything about it. People also elect garbage governments, that don't do anything to help their own constituents
Eta: Make no mistake about it, most of these people want to be out there. Give them $100k, and they'd be out there again in a week

because jailing people for petty crimes means we have overcrowding and YES due to Court interference law enforcement chooses not to arrest on petty crimes
we need a larger mental health facility, its cheaper to treat compared to incarceration.
Allow nongovernment volunteers groups to be active, dont limit their involvement, don't bureaucrat them out of existence any help is helpful
