I know they have some tax exemptions. Not sure if property taxes are one of them.

Fire protection from a Class 1 Fire Rated district (St. George Fire District has a Class 2 Fire Rating).
The City/Parish government transfers funds from the unincorporated EBR "sub"budget to the City budget, enabling the City of Baton Rouge to pay the additional expenses necessary to maintain the BRFD's Class 1 Fire Rating.

People outside the city limits pay $102,299,240 into the General Fund of the City-Parish. It is spread out to all expenses including City Court, City Police and City Fire Department to name a few.

This is very similar to when to when the San Fernando Valley attempted to secede from Los Angeles. I believe it actually went to a vote and was defeated. If it had passed, the Valley would have been in the top 5 cities population wise. And they had all the money like the BR situation.
