It could be a phone generator but phone does not use high voltage.... I say its some kind of 120vac generator

Old phone crank. Hook a wire to each of the terminals. Drop one wire in the water in front of the boat and one in the back. Crank it, then net up the fresh fish.

Old hand crank generators used in phones could produce 120 Volts in some models. Most will produce at least 80

Obviously not. It was narrowed down pretty quickly. Scale doesn't change the construction. It could be the size of a truck, a rotating shaft wrapped in metal with wire leads is still gonna be a generator of some kind.
