Or where do we draw the line? Oh want isn't that the point of he speed limit? Sorry if it inconveniences bob to have to slow down from 90 to 75 because someone moved over before bob got there. The unsafe situation is determined by at what point did the driver move over. If Bob has to hit his brakes moderately, than the other car is in the wrong.

Well if he cuts Bob off, then I agree. If Bob was way back at the start, then Bob can slow down safely and not abruptly. It's not a one sided scenario. Both sides win depending on exact scenario.

If Bob was way back at the start, then Bob can slow down safely and not abruptly.
In order for the situation as described to play out (Bob going 90, slow passer going 75, Bob 1/4 mile back), the slower passer would have to spend an entire minute in the left lane in order for Bob to catch up. That is way too much time to pass a vehicle, and obviously over a mile of highway would be covered in that time.

Speed limit is 55 in both lanes. Or 65 whatever the limit is it's the same for both lanes
