You have no idea how many officers actually fired. The perp may have done something that their training told them now is the time to shoot, so they all reacted nearly simultaneously.
If I’m an officer in that situation I’m not firing one round and then waiting to see what happens. You fire until the threat is gone.

Once upon a time, I forget where it was, a guy killed a cop and seriously wounded another, and went on the run.
Police tracked him to a wooded area, and knew he was armed and willing to kill officers. They managed to find him hunkered down behind a couple downed trees. They gave him commands twice to get rid of the gun and come out. He chose not to do that.
There were 20 or so officers around him. The head man gave the order to open fire when the guy got up over the trees. They shot something like 200+ rounds at him. Of course, he didn't make it.
When asked why his men shot so much, the Sheriff said, "Because that's all the rounds they had."

That is correct LC. People on here are Monday a.m. quarterbacking and have no real life experience doing this. This stuff moves FAST !!! They are to eliminate the threat. He was a threat until he was down on the ground. If each of the officers had to fire 3 times, so be it. They kept him from getting inside of that store when nothing else worked. The perp made his choice and they acted according to their duty.
