These guys probably just died of exhaustion from swimming too much. I think there are plenty of worms still alive and well underground.

Nope, not at all. When the water goes down, get a piece of rebar about 3ft long, and another piece about a foot. Drive the 3ft down to about a foot and a half. Take the 1ft rebar and rub it up and down the one sticking up from the dirt. The worms that didnt die on your patio, will come to the surface.

Wtf kind of voodoo worm charming ritual is this?

Is it more effective than just squirting some water for a few minutes?

I always just used a worm shocker to get them to come up

Every time it rains at my house it looks like the worms decide to have a mass suicide on my driveway...... they come back every time though.
