It's a perfect storm fiscally. A one term Governor with a low approval rating really can't lose trying this. Other states have proven it's a cash cow.
eta: I don't partake, nor do I think it's a wise thing, but it brings in taxes from a trade that is currently untaxed.

It costs FAR more to try and house criminals than they bring in on fines and seizures. Second, them just seizing weed and no money makes them nothing. Third, they don't make the laws so they don't get to decide.
