This guy despises Brooks and looks like he wants to come off the stand and end Brooks himself.

It was but the judge has just stopped caring. This one time isn't going to get his convictions overturned on appeal so eff it.

Why didn't they ask these questions of this witness when they put him on the stand before?

I think they are rebutting some of what came out of Brooks' cross examination questioning whether he was the driver, whether that was the SUV that was used, etc.
When Brooks called his witness out of order, you could tell the witness was there b/c he said in a report that he thought the car was black. It backfired on Brooks though.

They argued that his original testimony was in regards to his personal observations as a witness to the parade incident, and this line of questioning is related to his role as lead investigator. Something to that effect.
Essentially the first part of their case was witness testimony to the event, then they went to witness testimony regarding the time after the incident to his arrest, and the final part of their case is the investigation.
