There's a great Radiolab podcast, "Nukes," on who has the nuclear authority and how it has changed with each President. Truman wasn't in as much control as history has given him credit for.

So I’ll ignore your reference to the holocaust....cause I’m fairly certain Hitler didn’t warn the Jewish people....I’ll sit back and watch you get roasted for that....moreover you are discrediting your arguement a bit if you remove the Japanese Governments role in their own demise. They had the ability to avoid this, they had the ability to reasonably conclude some bad shite was going to happen during the boat ride to Hawaii
