Can’t cut much if anything with regard to facilities.
You can cut either the quality or quantity of food but that’s going to hurt you as much as raising the price, because you are still getting less per dollar.
What’s most likely to happen is that the number of people working there gets cut as much as possible to offset the increased labor costs.

Which is a wage shock, and puts Waffle House in an economic disadvantage.

Their business model would get overhauled if it was forced in.
Either fewer people working there or poorer performing locations get shut down completely because they are no longer profitable.

The couple I've been to near me over the past couple years are already working with a skeleton crew. Since Covid they have struggled to consistently staff their restaurants. I don't know the solution, but $25/hr probably ain't it.
ETA: The last time I went the cook (hell of a cook and been doing it for years and years) served, cooked, got our coffee, etc. He said he was making more money than he ever had since people started not wanting to show up to work. The other side of the house had a single waitress, and there was one floater doing the dishes and everything else. Three people running a Waffle House on a Saturday morning.

In my limited restaurant experience, they also pay better, they value people who are willing to work there long term instead of treating them like disposable garbage, and the pay differences between employees was more merit based.
