There's a VP Racing Fuels station in Valley, AL that I frequent. I don't know if they sell actual racing fuel, but their 93 octane is legit. I monitor the Dynamic Advance Multiplier value in my vehicle and if I fill up with that gas it starts increasing.
I really do think many gas station owners discretely add water to their supply. If I can't make it to the VP station, I'll fill up at a corporate gas station like QT. I figure there's less of an incentive there to add water, compared to Mr. Patel's independently owned BP station.
Octane boosters aren't perfect. I don't remember the detaIls, but they're not great for your car.

The drag tracks usually have it or find a race shop. Being more specific on location would help.

Try calling no problem drag strip. They may know someone in the area that has it. That crap burns my eyes when someone is running it in their bike.

In fact, I remember seeing an investigative reporter segment where the journalist walked up on an Indian dude with a garden hose doing exactly what I described. There are any number of dilution incidents documented online.

You can also call Miguez Fuel and Lubricants in New Iberia. They are a VP dealer I believe.

I looked it up. The standard is at most 0.05% water. The tank at a filling station is around 20,000 gallons. So you're looking at as much as 10 gallons of water in there, and if one day it were suddenly 15 or 20 gallons instead, that's probably not far enough out of spec to cause glaring issues.

Yeah, and presumably your fuel pump and the pump at the gas station suck up liquid from near the bottoms of their respective tanks.
So you make a valid point there, but it doesn't lead me to conclude that an independent filling station's owner would never be dishonest with what he's selling. It makes me think that he'd pick a different adulterant.
And I still think the incentive structure is completely different at, say, a QT than it is at an independent station. The guy running a QT is a professional manager. His goal is to do his job well. He doesn't own the gasoline being sold.
