They aren't. The state is/has been contributing partial funds for Old Hammond, Nicholson, Perkins, and a lot of other projects.
It will cost the state/feds more to widen I-10 between Acadian and I-110 than the entirety of the Green Light Project. The new bridge over the Mississippi river will cost quadruple that. There's up to $2 billion in projects being pushed with regional scope that the state and feds will have to eventually cover.

We already started with a well thought out plan.
Now we have a new plan brought up at the 11th hour, before the first plan is complete.
Now we have 150 pork barrel enhancement projects.
Now we have higher taxes hitting us from all directions while we face flooding problems and a state wide recession.
