I don't know what's going on with the eagle. But seeing how the story didn't mention anything about it being seized or anyone arrested for having it, I guess whoever has the bird has some sort of authorization.

Hell, I don't know. I've never personally met anyone who has an eagle, bald or otherwise, as their pet.
But seeing how the story doesn't mention anything about that guy or his bird being seized by the cops, and the fact they did seize three vests and the banner (I think the one in that very picture BTW), I'd say chances are this raid was not about a bird.
