Looks like a c130 or some variation there of. They can crawl and not stall.

They fly "Nap of the earth" sometimes. It's a common aircraft used to drop paratroopers. When you go to do a parachute jump they will fly Nap of the earth before the jump. Pretty sure it's to keep out of sight or radar.

I'm not a military guy and I found this out after seeing something similar in a small town once. I was very curious after seeing something JUST like this in Texas few years ago.
It makes sense they gotta keep these guys fresh with practice if they ever need to drop people or equipment in a hurry and under radar.

Planes like that C130 have been spotted here every couple of months doing what looks like repeated touch and go landings
