Filling the tank causes vapors. Those vapors get released through those vents.

Also, pumping liquid out of a sealed tank creates vacuum, with spectacular results.

They should vent the gad tanks back into the gad delivery truck while filling the gad tank. That would prevent releasing gad vapors into the atmosphere.

It can happen, but the Mythbusters had to go through alot to make it happen. They basically created the perfect situation and then removed all safety features that could prevent that from happening.
That was one of the better episodes of the final couple seasons.

No. A U T O C O R R E C T. fricking hate it.

These vents tend to be separate from the main vents. The main vents seldom have anything coming out.
I thought they were related to a spill or leaking tank cleanup.

What are those things for? They appear to be probably 6-7 inches in diameter and always have vapor coming out

Have no clue about that.

Vents for the fuel tanks are 2" and usually run up the pole for the canopy and vent above the canopy on newer stores older places they may be on the building or near the fill covers for the tank

Bingo!!!

So what are they doing? How do they extract the contamination?

I remember seeing those at gas stations that had leaked tanks.

They use soil vapor extraction and/or pump and treat the groundwater.
