Incorrect and tendentious! He sent that letter to his superiors and cc’ed about a dozen people. THAT was the problem. His carrier is a key deterrent in our national defense. He spread information about non-readiness in a careless way that ensured our enemies would get it.

You left out deliberately ensuring that the letter was leaked instead of simply doing his job and reporting up the chain.
