In the grand scheme of things flexible platforms win out. You do understand that those bombers carry several types of weapons our subs don't? Then there is survivability. ICBMs and SLBMs launches are easily detected and can expect an enemy strike to that position. A long range stealth bomber can give an offensive first strike without detection and without being detected, a counterstrike is out of the question.

And do you think our boomers are more likely to be found and destroyed after launch than a bomber?

The F-35 is an example of what happens when you try to get a weapons system to be all things to all branches of service.
